Purpose
THE GREATER NEW HAVEN BASEBALL LEAGUE IS AN ORGANIZATION DEDICATED TO THE DEVELOPMENT OF BASEBALL PLAYERS IN A HIGHLY COMPETITIVE LEAGUE

League Fees:
$450.00 DUE BY MARCH 20TH OF THE CURRENT SEASON MADE PAYABLE TO "GNHBL". FALL SEASON BY AUG 20. THERE WILL BE A $100.00 LATE FEE ASSESSED TO ANY TEAM ENTERING AFTER THAT DATES
Structure:
THE LEAGUE CONSISTS OF FOUR DIVISIONS: 13U KOUFAX, 14U KOUFAX, AND 16U MANTLE, AND 18U CONNIE MACK
Fall Structure:
13U, 14U, 16U AND 18U NON SANCTIONED
Insurance:
EACH TEAM MUST BE INSURED. IF NEEDED WE CAN PROVIDE INSURANCE YOUR POLICY MUST HAVE THE BATTERS BOX AND THE GNHBL NAMED AS ADDITIONALLY INSURED
Rosters:
A LIMIT OF 20 PLAYERS ON EACH ROSTER. ALL ROSTERS MUST BE TURNED IN BY JUNE 1ST WITH NO EXCEPTIONS

AABC AND CABA
Umpires:
CONNECTICUT HIGH SCHOOL BOARD CERTIFIED UMPS WILL BE USED TWO PER GAME NO EXCEPTIONS. EACH TEAM WILL PAY ONE UMPIRE PER GAME NO MATTER HOME OR AWAY. HOME TEAMS ARE RESPONSIBLE FOR SCHEDULING UMPIRES

General Rules
1. GOOD SPORTSMANSHIP WILL BE EXHIBITED AT ALL TIMES FROM ALL PLAYERS, COACHES AND PARENTS.
2. TEAM MANAGERS WILL BE HELD ACCOUNTABLE FOR UNSPORTS-MAN-LIKE CONDUCT PERTAINING TO ALL IN GENERAL RULE 1.
3. UMPIRES ARE NOT TO BE BERATED AND JUDGEMENT CALLS NOT TO BE QUESTIONED.
4. IN THE CASE OF A RULE INTERPRETATION, ONLY THE COACHES AND UMPIRES ARE TO DISCUSS THE MATTER, IN A CALM MANNER.
5. ALCOHOLIC BEVERAGES, SMOKING, FOUL OR ABUSIVE LANGUAGE, AND GESTURES ARE STRICTLY PROHIBITED
6. THROWING OF EQUIPMENT WILL RESULT IN IMMEDIATE EJECTION.
7. PLAYING FIELDS WILL BE KEPT CLEAN AND TEAMS WILL PICKUP THERE DUGOUT AREA AFTER THE GAME IS CONCLUDED. REMEMBER WE USE THE FIELDS WE DO NOT OWN THEM!
8. ONLY TEAM PERSONNEL ARE ALLOWED ON THE PLAYING FIELD AND IN THE DUGOUT. ALL OTHERS WILL REMAIN IN THE SPECTATOR AREA.
9. DURING DOUBLE HEADERS THE HOME TEAM WILL BE HOME IN THE FIRST GAME AND THE VISITING TEAM WILL BE HOME IN THE SECOND.
10. PLAYOFF FORMAT FOR TIES:
A. TEAM WITH BETTER HEAD-TO-HEAD RECORD.
B. TEAM WITH BETTER RECORDS VS PLAYOFF OPPONENTS.
C. RUNS ALLOWED WILL BE NEXT TIEBREAKER.
D. RUNS SCORED WILL BE THIRD.
E. COIN TOSS.
11. MERCY RULE WILL BE ENFORCED IN ALL GNHBL GAMES. 10 RUN RULES APPLIES AFTER 5 FULL INNINGS.
12. ANY ACCIDENTS OR INJURIES NEED TO BE REPORTED TO THE LEAGUE OFFICE IMMEDIATELY AFTER THE INCIDENT.

Ground Rules
1. Ground rules will be discussed with the visiting manager and the officials at home plate five minutes prior to the scheduled game time.
2. It is the responsibility of the home team you notify the visiting team and umpire-in-chief of any cancellations do to weather or any weather related conditions.
3. EVERY effort should be made to play games as scheduled.
Equipment-Fields-Uniforms-Records
1. Each team will supply 2 balls per game.
2. Batting and running helmets are mandatory. The Noxsee sticker must be affixed to all helmets.
3. Complete uniforms and hats must be worn while in the line up.
4. Each team members' uniform number, including coaches, must be different.
5. Each Catcher must wear a protective cup, mask, throat protector, hard hat, chest protector, and chin guards during games and warmups.
6. Bats for 12U Reese and 13U Koufax must have a barrell diameter of no more than 2 3/4 inches. There are no weight restrictions for bats for the 12U Reese and 13U Koufax. For 14U Koufax, 15u Ken Griffey Jr, 16U Mantle wood or non wood -3 and 18U Connie Mack wood only, composite or laminate bats may be used differential between length and weight. Connie Mack wood only. Bats for all age divisions must be in good condition and not altered in any unauthorized manner.
7. The officials may remove form the game any equipment that they deem unsuitable or unsafe for competition.
8. Metal spikes are allowed.
9. Only Pro Nine, Diamond baseballs.
10. Fields must be in playing condition.
11. Bases, home plate and pitching rubber must be anchored.
12. Fields must have on deck deck circles in a safe area. If the umpire deems that the on deck circle is not a safe area, he will then move it to a safe area.
13. Teams/Organizations are required to hand in a complete roster to the commissioner by June 1. If the roster is not turned in the game will be played. However the team will not receive points for those gamesplayed. A $50.00 fine will also be imposed.
Line Ups
1. Prior to the start of each game, team managers will be responsible for the exchanging of line-up cards that contain the names and uniform numbers of all starters, substitutions and coaches listing the order in which every player will bat, their defensive position and all bench players with their uniform numbers. Any changes in the lineup after the initial exchange must be immediately brought to the attention of the home plate umpire and the opposing manager and be in accordance with the described rules.
2. A starting player may be reinserted into the lineup in accordance to National Federation Rules.
3. The designated hitter (DH) may only be used for the pitcher.
4. Extra Hitter (EH) is allowed.
Rosters
1. A maximum of 20 players on a team.
2. All players must be age eligible for their division. To be age eligible a player must be the the be age approiate for their division through May 1st of the current baseball season. For example, a player in the 14U Koufax division cannot turn 15 years of age until after May 1st of the current baseball season.
3. Rosters must be filled out completely.
4. Additions, which may be restricted, require League Approval. Under no circumstances may a non-rostered player participate in GNHBL game play.
5. If there is question of player ineligibility, the league must be notified in writing.
6. If the league determines that an ineligible player participated in an GNHBL game, the team is subject to forfeiture and will be fined 250.00.
7. Once a player plays one game on a team, he is not eligible to play for another organization during the season.
Protesting a Game
1. The only person who may register a protest shall be the team manager.
2. The only grounds for a protest decision based on an interpretation of the rules, or the use of an ineligible player.
3. A $100.00 cash fee must be paid to the umpire, by the protesting team, at the time of the protest. The umpire will turn the protest fee over to the GNHBL commissioner immediately following the game. Also, the umpire must note and sign in the home teams' scorebook that there was a protest and $100.00 was received.
4. The protest fee will only be refunded if the GNHBL finds that the protest is valid and the league decision is to uphold the protest. If the protest is deemed invalid then the protest is rejected, the protest fee becomes a paid fine to the GNHBL.
5. A protest must be made immediately prior to the resumption of play and indicated to the umpire by calling time out and requesting a conference with any of the officials. In the case of an ineligible player, the protest must be made before the final out of the game.
6. The protest may be removed any time during or immediately following the game. However, the protest fee will not be returned by the umpire, it will be returned by the GNHBL office.
7. After conferring with the official in charge and establishing grounds for the protest, the protesting manager will then make a note of all pertinent game information at the time of the protest.
8. The official in charge will notify the opposing manager that the game is being played under protest, after checking for accuracy, the official will make the proper notes in the home scorebook.
9. The protesting manager must notify the GNHBL office in writing within 24 hours after completion of the game which is under protest. The protest shall be mailed to the GNHBL commissioner at:
10. After the review, the commissioner will make a decision as promptly as possible. If the protest of the game is upheld, the game will be resumed from the point of the protest, except in the case of an ineligible player where forfeiture will result.
Mercy Rule
1. The mercy run rule will apply in all GNHBL games.
a. 10 runs after the team who is behind hit 5 times.
b. The home team will not hit in their half of the 5th inning if they are ahead by ten or more runs.
Make-ups
1. Both teams will be responsible for the rescheduling of the games.
2. If it is brought to the attention of the commissioner that one team is not cooperating with the rescheduling of games(s), and/or if the team refuses to play the game(s), two points will be taken away from the points already earned.
Speed Up Rule/Baserunners
1. The speed up rule is with two outs only.
2. Speed up runners may be used for pitchers and catchers only.
3. Speed up runners must be players who are not presently or previously in the game.
4. The same runner may not run for the pitcher and catcher at any time during the game.
5. If all players have been used then we will go to the last batted out.
Injury
1. Any player who receives an injury (other than superficial) or becomes ill, etc., may not participate in games for the rest of that day. Note that swelling, lacerations, etc., will remove an injury from superficial status. A player who has been rendered unconscious during a game shall not be permitted to play in any subsequent games without written authorization from a physician.

Team Conduct
1. A manager, coach, player, substitute, attendant or any other bench personnel shall not:
a. Deliberately throw a bat, helmet or any other equipment.
b. Call "time" or us any other command or commit any action for the purpose of trying to cause the opposing pitcher to balk.
c. Use words or action to incite spectators to demonstrate, or use profanity, gestures or remarks that reflect upon a opposing player.
d. Enter the area behind the catcher while the opposing pitcher or catcher is in their position.
e. Use amplifiers or bull horns on the bench or on the field during the course of a game.
f. Maliciously run into a fielder. If the umpire deems that the contact between the two opposing players had intent to injure, it will result in immediate ejection from the game.
g. Be outside the vicinity of the designated dugout (bench area), bullpen area if not a batter, runner, on-deck hitter, in the coaches box, or one of the nine defensive players.
h. Verbalize in any way with the opposing team for the purpose of intimidation.
i. Exhibit behavior that is not in the accordance with the spirit of fair play or charge an umpire.
Penalties / Team Conduct
1. For the first offense, an organization/team may be fined $25.00 or more and the manager, coach and/or player/players may be suspended.
2. Upon subsequent offenses by the same manager, coach, or player/players the organization may be fined $50.00 or more and the manager, coach, or player/players may be barred from the GNHBL for the remainder of the season.
3. Teams with four adult ejections may be barred from the GNHBL.
4. Umpires will report any manager, coach, player(s), or organizations that violate any rules. Records of these complaints will be kept on file at the GNHBL office for future reference.
5. Any person or teams/organizations, who receive 3 or more complaints by umpires or league officials, will be subject to review by the commissioner and proper fines and/or penalties may be imposed.
6. When a manager, coach, and/or player(s) is ejected from a game, they must leave the field immediately. Failure to do so will result in forfeiture.
League Ethics
1. All organizations shall respect the right of other organizations with regard to player and GNHBL rosters from the prior season.
2. Any organization/team who attempts to persuade or sign a player from an opposing team, without just cause, shall be subject to inquire by the commissioner.
3. A proper investigation and decision will be made based on the consideration of all parties concerned.
4. In all cases the decision of the commissioner is final.
Mound Visits
1. The manager/coach is permitted to visit the same pitcher once in any inning without having to remove the pitcher. Any visits in excess of the allowed must be for the purpose of making a pitching change or because of an injury is not considered an official visit.
Pitching Rules
1. A Pitcher may pitch a maximum of 9 innings in 72 hours.
2. A violation of this rule will result in a forfeit of the game in which it was violated.
